SELF-CERTIFICATION
To purchase a mobility scooter free of VAT you need to declare that you are 'chronically sick or disabled' and that the goods or services are for your own personal or domestic use. This is a self-certification system – we do not require proof of your impairment.
A person is 'chronically sick or disabled' if he or she is a person with either:
- a physical or mental impairment which has a long term and substantial adverse effect upon his or her ability to carry out everyday activities or
- a condition which the medical profession treats as a chronic sickness.
It does not include an elderly person who is not disabled or chronically sick or any person who is only temporarily disabled or incapacitated, such as with a broken limb.

I bought this folding basket after reassurances that I would be able to mount it on my Zinnia and still lower the tiller with it in situ when I stowed it in my car. Unfortunately, when opening the clamp on the tiller to do this, it gets in the way of the basket and prevents the tiller/handlebars from lowering more than a couple of inches.
I need them fully lowered as I have to use a hoist to get the scooter into the car. With them raised the scooter will not fit into the boot opening.
The reason I have not sent it back is that the clamp is easy enough to operate so I can remove and refit the basket without too much trouble, but it is not ideal and not what I had been led to believe.
On the plus side, the basket is easy to fold and unfold and seems quite sturdy. Also, clipped inside the basket, there appears to be a pair of metal handles so you can, for instance, easily carry your shopping from the car to your house.
